About the unit
The Budget and Finance Unit (BFU) is responsible for overseeing financial and budgetary management, ensuring that eu-LISA’s financial resources and assets are managed in accordance with applicable regulations, guidelines and procedures necessary for the achievement of sound financial management, in particular the EU Financial Regulation and Financial Rules of eu-LISA.
BFU’s Planning and Monitoring Sector (PAMS) is responsible for preparing eu-LISA’s budget and coordinates the Agency’s planning process that facilitates the achievement of eu-LISA’s strategic objectives, while also ensuring alignment with stakeholder needs and the EU’s political priorities.
In order to ensure cost-effective allocation of financial resources, PAMS coordinates the preparation of eu-LISA’s multiannual activities, together with corresponding annual work programmes and budgets, to deliver comprehensive resource planning centred around core business systems, i.e. Interoperability and JHA systems roadmaps. As per requirements laid down in eu-LISA's establishing Regulation and Financial Rules, this task includes coordinating the collection of planning input, incl. establishment of resource ceilings, validation and prioritisation of activities, and resource alignment, monitoring and reporting.
About the job
eu-LISA aims to establish a reserve list from which to source the best talent. Working under the supervision and reporting to the Head of the Budget and Finance Unit, you will support eu-LISA’s mandate and ensure that the Agency achieves its objectives, enhances its reputation, and answers stakeholders’ needs.
The ideal candidate will be responsible for leading the Planning and Monitoring Sector, driving efficient, data-driven planning and budgeting aligned with eu-LISA’s strategic objectives, while fostering a culture of collaboration, accountability, and continuous improvement.

Competitive salary package composed of a basic salary and various allowances: eu-LISA offers a competitive salary package. To begin with, the salary is determined by the grade for which you have applied. In addition, your future salary is based on the total number of years of professional experience and adjusted to the cost of living in your place of employment. Depending on your individual and family situation, you may be eligible for various allowances such as expatriation, installation and household allowance, dependent child, or education allowance, ensuring your financial comfort. Salaries are exempt from national taxation, as they are subject to a tax raised by the EU.

Selection procedure
The procedure includes eligibility verification, evaluation by a Selection Committee, potential pre-assessments, interviews and/or tests. Candidates achieving at least 60% of maximum scores may be placed on a reserve list. Communication and interviews are conducted in English.
Engagement and conditions of employment
The successful candidate will be engaged as Temporary Staff, pursuant to Article 2(f) of the Conditions of Employment of Other Servants (CEOS). Function Group AD, Grade 7, step 1 or 2, depending on experience. Basic salary ranges from EUR 7646.86 to EUR 7968.20, adjusted by the correction coefficient for Tallinn (93.4%). Contract duration: 5 years, renewable, with the possibility of indefinite contract after second renewal. SECRET UE/EU SECRET clearance required.
